Economic situations? The BCS conferences are the ones with the "economic considerations". The NCAA doesn't govern D-1 football neither does the NAIA obviously. The only "considerations" these leagues have for FOOTBALL is $$$$. Right now they are getting a sweet deal from Fox and all of the bowl sponsors for the BCS. Congress won't be able to do squat as usual.
