I think it is a pretty stupid rule that the NFL will not allow the second team in the draft to negotiate with a player even though the #1 pick has been signed to a contract. I think after this draft they might rethink that rule. Why should only the first team drafting have that privilege? What difference would it make if the second-team also reached a contract agreement with their pick prior to the draft... makes no sense to me.
