I've never used one, so I'm not sure on all of the details. If you search for "prepaid visa" there is plenty of info out there.

It appears that you can purchase a "VISA gift card" at banks, grocery stores, drug stores, etc. and these can be used like a credit card, but with virtually no strings attached.
