A couple other thoughts I had driving home....

The IRS already designates qualified charitable organizations. If the community service is required to be for one of these organizations, the matter of tracking the hours is as simple as a couple additional form for the organization. A form to send to the IRS listing all volunteers, SSN's, and hours volunteered. And a W-2-esque form to give to the volunteers. The IRS computer system compares the numbers to make sure they match. Not a huge deal, at all. New forms are added constantly.

Also, pro-rated hours worked, I think would be important. If someone comes up to 92 hours, they get 92% of the credit. That would be nice.
I will agree with you to a certain extent as long as it can be strictly monitored but I have a problem with $40/hour even for a tax credit. Why can't the work for the minimum wage like millions of other Americans and plenty of students have to. That is my sticking point along with adding on to the bureaucracy. Also, the IRS does not audit many middle Americans.
