Do you have a link to the complete study. The abstract just says "high income" earners. Outside of the McCain campaign, I'm assuming that the concept of "high income earners" is somewhat lower than 250K/year. Even with whatever threshold the SBA is using to determine "high income" they're finding only a 2-1 ratio of small business owners, which is half your stated 4:1 ratio at the 100K level.
