There most certainly has been an "Office of the President Elect" and an "Office of the Vice President Elect" since the "Presidential Transition Act of 1963". Each is supplied with a budget for office space, staff payroll, and operating expenses from the federal budget. All staff members of the two entities are considered federal employees.
