I think that a reciever becoming the "go-to" is more than "stepping up." It all boils down to a recievers relationship with its QB. Bobby Hoying had his Galloway in 94, Glenn in 95. Joe Germaine had his Boston in 98. Krenzel had his Jenkins in 02-03. Troy had his matured Santonio Holmes to ease his maturation at QB.

Ultimately next years #1 WR target will come down to his relationship with Pryor in the off-season. He will have to show a connection in the route running, as well as the ability to catch a sometimes under/overthrown pass. I don't see Devier doing this likely until the 2010 season. I would venture to say next years #1 will be Hartline.
