I guess I am saying this not to take unions off the hook, but rather to share the blame with management. God knows there's plenty of blame to go around.

Yep.. Mgt. made bad calls and wasted money as well. The difference is those problems can be corrected, the systemic overpaying of wages/benefits is much more difficult to change (in the retiree category it is near immposible to change once payments begin).
