agree, if they were rolling around in a model t with monocles and top hats and corncob pipes, big teddy (roosevelt) style, then the actions of the cops were pretty over the top and uncalled for
the much more likely scenario is that there was a pipe from a head shop that they were using to smoke regular ol tobacco and the cops were naturally suspicious of it.
of course, fingers absolutely crossed for that first scenario. because that would be awesome
