To address the point above - nothing changed in Ohio, kids just started heading the the minor leagues right out of school.
I think ties that bind teams with recent success is two-fold:
1. Their "average - not pro ready" talent is better than other teams.
or
2. They have one or two STUD players who totally dominate and carry their teams - Albert Belle at LSU and Mark Prior as S.Cal come to mind.

Why are the good Ohio kids going into the minors instead of college? I can understand if they get a big signing bonus, but most guys going into the minor leagues don't get much money. You would think a college education is worth more than what most signing bonuses would be worth. They can always hit up the minors after college.
Is baseball a big sport in Ohio? I know a ton of good football players come from Ohio, but I'm not familiar with their baseball talent.
