I believe he means true Freshmen at the position.

HS and College are on a WHOLE different level strength wise. These recruits are just KIDS in in HS and have not matured physically enough to complete with the MEN at the college level right away, well for the most part at least. If a kid is 300 lbs in HS, I would be willing to bet he is very unhealthy and it is a lot of bad weight.
