Well, at the risk of alienating some of our fiercer members... if it's down to Ohio State and Penn State... I don't think there is a wrong decision. He'll get a great education at either one (both in academics and in football). He just needs to work out which will be the better fit for him.
Then again... He should clearly pick OSU

Especially if he wants a shot at a National title. I am not sure he'll get it at Penn State.

I'm asking merely for information here, and not implying a thing... a recruit can contact the school/staff during the quiet period, correct? It's just the school/staff that can not initiate contact.

a school can't visit a recruit, but they can text and write letters, and the kid can do whatever they want.
