I think that is a pretty strong argument against your claim. Ohio State is 9th after week 2. By comparison:

2003 USC was 10th after week 5 and worked their way up to 1st
2003 LSU was 10th after week 7 and worked their way up to 2nd
1998 FSU was 11th after week 2 and worked their way back to 2nd
