Yes. Just like if a blocked extra point is returned for 2 points for the defending team, it counts as a "safety," but I guess it's a "special safety," because the team that scored the touchdown still has to kick off. Why don't they just say, "your extra point attempt was blocked/intercepted and the other team scored 2 extra points on your touchdown." It may be longer to say, but it sure makes sense.
