Yes and no. Hugins has had, and potentially has (depending on who may or ay not be courting him for a job) associations with several Universities, therefore he is at the very least considered a Booster and falls under those rules (although they are so vague I don't know if anyone knows what they really are).
I know I've recieved a ltter the past two years detailing what is considered being a "Booster" according to the NCAA,and it went so far as to say if you regularly attend sporting events for a certain school then you cannot have "unauthorized" (again, who knows what this means) contact ith recruits or engage in activities that violate NCAA rules concerning active players.
All-in-all, I'm just guessing that coach Huggins doesn't have free reign so to speak regarding recruits just because he isn't hired as someone's coach yet.
