Without sounding too Clintonesque, it depends what you mean by "official". Legitimate verbal offers can be made anytime through intermediaries such as a SA's coach. Direct verbal communication of an offer (from staff directly to SA or family member) can be made as early as May of the SA's junior year (bylaw 13.1.3.1.1 authorizes ONE call in May). Thereafter calling can resume September 1 of the junior year during authorized contact periods. A written official offer should not be sent until September 1 of the SA's junior year. Bylaw 13.4.1 restricts sending any form of written correspondence (including offer letters) before that date.
