It is absolutely a rule. We teach kids at the middle school level to stay off the center and any ref worth his salt yells it out before the ball is snapped.
"Stay off the center."
You can shoot the gaps all you want, but you can't run the center because he is in a "defenseless" position (head down looking back through his legs). It's designed to protect the player, obviously. It doesn't get called a lot, but it was a legit call, IMO.
