You can shoot the gaps all you want, but you can't run the center because he is in a "defenseless" position (head down looking back through his legs). It's designed to protect the player, obviously. It doesn't get called a lot, but it was a legit call, IMO.

What if the center doesnt raise his head?

You cant rush him for the whole play?

It is a penalty, but he took all the [censored]ing time in the world and still didnt raise his head.
