It's possible, but not likely. If I see a center doing that then I'm lining up Larry Grant and Quinn Pitcock in both A gaps and firing away.

I have to go back and look at the film again, but the "spirit" of the rule is safety of the long snapper. If they are milking it I'm not sure what can be done.

EDIT: Wow I came back waayy late. Anyway, I doubt that the snapper keeping his head down was done on purpose to try and draw a penalty. I haven't seen this penalty called since middle school, but hey, what do I know. I haven't re-watched the film so I'll have to take my buckeye brethren's word for it that it was bull[censored].
