I have to go back and look at the film again, but the "spirit" of the rule is safety of the long snapper. If they are milking it I'm not sure what can be done.
EDIT: Wow I came back waayy late. Anyway, I doubt that the snapper keeping his head down was done on purpose to try and draw a penalty. I haven't seen this penalty called since middle school, but hey, what do I know. I haven't re-watched the film so I'll have to take my buckeye brethren's word for it that it was bull[censored].

They sure as hell were. The next punt nobody even touched the center and he was one of the first ones down the field for the tackle. That was noticed all the way up in 29D.
