Yes I do think he'd still be missing tonight's game if they'd given him the penalties correctly.
It was a vicious hit, there was clearly intent and Pronger isn't so much taller than Holmer (6'5 vs 6'), which isn't nearly enough to justify a high elbow. If it was Jiri Hudler (5'7 at the most, I've stood next to him in person), that would be one thing but that isn't the case here.
The worst part is that this occurred not when it was a competitive game. The Ducks were down 3-0 at the time, and 4-0 after the ensuing Power Play. Detroit had dominated them to that point. This was nothing but a goon acting like one.
