A small stick with a suction cup on one end. It's used to attach to the top of the valve. You do this to seat the valve in it's seat, with the help of some abrasive compound. As you twirl the valve the compound removes metal until the valve seals perfectly in the seat. If it doesn't, you loose compression in the combustion chamber. Same process is used to sharpen the blades on a reel-type mower, again mating the blade surface to the bed knife.....
