I didn't see any mention of the non-TD for Purdue on the play before they scored. The RB (Dierking, I believe) got hit on the 1-foot line, turned around, and went over the goal line. Herbie and Musberger (I've watched my recording of the game) stated that it should have been a TD.
The reason it wasn't a TD was because they ruled the play dead when his helmet came off. By rule, they protect a ball-carrier without a helmet by blowing the play dead. There was an announcement in the stadium that was hard to hear because the tOSU fans were urging the defense to preserve the shutout.

I wondered about that because it was clear that the ball cross way over the line.
