In a nutshell...
Troy apparently volunteered at a charity football camp put on by Titans QB Steve McNair. Smith apparently may have violated NCAA rules by doing so, in that he apparently failed to obtain written permission from the AD, and he may also have missed a class (or classes) to attend. Both of these things are NCAA violations, and it seems relatively clear that he at least failed to get the permission from Gene Smith. These are very minor violations, and likely nothing would be done at all except that Troy is already on probation. Officials at tOSU seem to feel that the NCAA will not force Smith to miss any additional games. At this point, nobody is certain whether or not Smith actually broke any rules, but OSU has apparently been investigating this for over a month now, so he likely did.

How could this investigation take a month? Really?
Look up his class schedule, if he had class that day call his teachers to verify if class was actually held.
Then walk over to Gene Smiths office and ask, "Hey, did Troy get permission from you to attend this?"
Finally, send an email to whoever does work with reimbursing people asking if Troy was or was not reimbursed.
Take findings and send them to the NCAA Compliance people.
That should have taken an intern all of 1 hour to do.

That portion, I agree with. However, I am under the impression that it's also a question of who paid for his plane ticket to Nashville. If Troy obtained a ticket some way besides buying it himself, he could be guilty of another violation similar to the one he's already suspended for (accepting money).
Would any of you guys agree with this?

Its my impression that this is the issue.
We know he went. We know he didn't have permission. We pretty much know he was not reimbursed by the camp for his travel expenses (I beleive this was in a article.)
We don't know if he missed class (But I can't imagine that's too big of a deal)
We don't know how he paid for the travel expenses. (This is the big issue, and apparently why its taken this long.)

COLUMBUS, Ohio: Ohio State Associate Athletics Director for Compliance Heather Lyke said today quarterback Troy Smith did not commit an NCAA infraction by working at Steve McNair’s quarterback camp in June.
“We have spent nearly six weeks thoroughly reviewing all the information concerning Troy’s employment at Steve McNair’s camp,” said Lyke. “After talking to a number of key people and collecting the necessary documentation, we were able to determine there were no NCAA rule violations. We have been in contact with both the Big Ten and the NCAA and they concur completely with our findings.
“Anytime we receive information on a possible violation, we look into it thoroughly. While this incident only became public recently, we have been reviewing it since early June.”
Lyke noted that NCAA Bylaw 12.5.1 did not apply in Smith’s case.
“Troy’s participation in the camp was permissible student-athlete employment and is not a promotional activity,” she said.
Even though there were no Big Ten or NCAA rule violations committed by Smith, Ohio State coach Jim Tressel expressed disappointment over his quarterback’s decision to attend the camp at the expense of missing a class.
“Anytime a student-athlete misses a class, it is unacceptable,” said Tressel. “Troy understands how I feel about the situation and knows there will be consequences.”

1460 is also reporting that the NCAA did not find that Troy Smith commited any violations while attending McNair's camp...
