I don't think the NCAA has any "official" All American status. The NCAA really doesn't give out individual awards at all, to my knowledge. All the awards are given by third parties. The "traditional" All American squad is decided by the AP, IIRC. I think ESPN, SI, SN, etc all have their own AA squads.

When people refer to Linebacker U or such they are usually referring to NFL success, so using All-American status to compare 2 schools is not exactly accurate.

Is that why people, broadcasters, and talking heads talk about current players on PSU contributing to the mystique of Linebacker U before they are even drafted into the NFL?
I personally think collegiate level success is the best way to compare the two schools, but maybe I will find a way to compare NFL level success as well. I'm thinking Pro Bowls would be the easiest measurement.

There are a few ways you could go about it.
- All-time draft choices(by round and overall)
- Seasons played(or games started)
- Pro Bowls
- Hall of Fame selections

It was a combination of things, but mostly because they stopped keeping accurate track of positions around that time, especially in the later rounds, and I got tired of going through everything.
I forget what pushed me over the edge specifically but basically it just got too sloppy to continue going through accurately around 1970.
Additionally I figured 1970 would be a good cutoff anyways since it seemed like a relatively accurate time when the "modern NFL" began.
I used the official NFL site to go through the draft, and I went through every draft player by player so I didn't miss anyone after I found that the search function was a pain.

The initial term was coined in the early '70s due to PSU's run of All-American LBs. NFL success had squat to do with it.
