I believe you are correct. When I went to the Sugar Bowl in 1999 against Texas A & M, I had 4 extra tickets and was told to sell them for face value or less by New Orleans Police.
Now that is 8 years ago, so it could have changed and you know people will break the law for the big $$$ they can make off the tickets.
Scalpers are buying tickets from students for anywhere from 500-900 coming out of the Schott. A student I know sold his for 900 today, but then I have heard scalpers getting them for as low as 500. As you can you see prices are dropping. 750/ticket for a pair in 600 level and when I they were first announced to go to the game, they were 1000/ticket in the 600 level.
