Thus, whereas Bomar's violation plus Oklahoma's record-keeping failure led to a failure to monitor charge, Michigan's alleged institutional violation plus Michigan's record-keeping failure might warrant a more serios lack of institutional control charge. Of course, still a long way to go in the investigation, so we really don't have nearly enough facts to know what temperature the water is. |
