This is too big a file to post here but click through...
The NCAA ranks the cumulative win-loss percentage of the opponents of each team for the last year. TSUN #3, Ohio State #4 (just one more loss than TSUN opponents)...oh yeah, Notre Dame #52!
Maybe Bo was right?

Don't tell that to ESPN. In their never-ending quest to anoint ND at this year's national champs, they've already commented on how difficult ND's schedule is.

Oh, ND's schedule is tough. It just so happens that 51 teams have tougher! I have to listen to the domers in chicago talk all the time about how great and hard ND's schedule is.

Yeah, me too. And of course last year's was tough too...even though only like 3 or 4 teams went to bowl games...the names alone (Washington, Tennessee, Syracuse) apparently made it tough...despite the combined 7-26 record or whatever it was of those three. I actually agree with them when they say they can't be held responsible for how good the teams on the schedule are any particular year...just don't go around acting like they were so tough to play then!

Isn't this chart a SOS rating for last season ... not for the upcoming season?

I believe it is...based on last year's performance, the teams on this year's ND schedule would be much higher than that. But again that was last year...we'll see how tough it actually is.
