Would anyone mind explaining why the lines change as time goes on?

Also, isn't it almost commonplace to give the home team 3 points? If so, does this mean that Vegas considers the game almost even?

I believe the spread is set up so that 50% of the bets should go to each side. In the first few weeks with this line up, more people must have been picking Ohio State to win, so they lowered it to even it out.
