Throw out USC and UCLA and Oregon's money. What Pac-10 team out there should be more competitive that isn't?

I was listening to the FAN on 1390 AM yesterday on the way home yesterday. The two commentators brought up an interesting point of view that I thought I would share. Now, I realize that this won't please my fellow Oregonian (OB), but here is what they shared.
From the last five years, Oregon and Oregon State have performed like this:
Oregon
Regular Season: 38-19
Bowl Games: 1-4
Overall Record: 39-23
Head-To-Head: 2-3
Oregon State
Regular Season: 37.21
Bowl Games: 4-1
Overall Season Record: 38-22
Head-To-Head: 3-2
The discussion arose, because of the full page add that Neuheisel put out in the newspaper in LA. The thought is that Oregon has a much better marketing/propaganda machine than Oregon State while the product is just about identical for the last five years. This went into further discussion, but I'll just leave this post with the basic premise. I thought it was rather interesting.
