This will change pretty quickly as outdoor track is just starting to come into season... the US starts a bit before most of the world. Still damn impressive to be on a world Top-10 list at any time.
The article you linked is the top times of all time regardless of age. According to dyestat.com Demps has the 6th fastest US high school time on record:
