Injuries and transfers don't impact the 25 max. You can't bring more than 25 new kids in during one academic year. The only way to mitigate this is if you bring kids in early that count against the prior year - or greyshirt them and count them against the next year. In any case, finding room just for 25 requires 3 additional loses beyond graduation to stay under 85.

In retrospect, that 2004 class listed by Scout showed 26 LOI's signed, but turned out to be only 23.
Pettrey was a greyshirt, Joe Bauserman opted for baseball, and Dennis Kennedy did not make admissions and opted for Akron.
