Brazil is hosting the World Cup in 2014. There will be plenty of infrastructure already in Rio. It is more of a question if they can handle the two biggest sporting events in the world in a span of 2 years.

According to the Schedule of Events voting for the bid will take place tomorrow at 5:10PM CET (11:10AM EST) and the announcement is at 6:30PM CET (12:30 EST).

Its just commentary on BBC. The reasoning being that Madrid and Rio share many of the same voters.

It's gonna be Rio. The Olympics have never been in South America, and Spain hosted in '92 (Barcelona).

I'm not at all surprised. If the sense was that we were the frontrunners I don't think the Obamas would have needed to go...my guess is we knew we probably were not going to get it.
