The justice system already has a definition of community service, right? Why not use that? And randomly audit the hours of those taking the credit.

It's refundable. You don't have to have $4,000 in paid taxes to get the credit.

And, assuming it would act like the existing credits, parents can take the credit if the student is still their dependent.

Pandering to college students? Really? A tax law that would require community service in order to get a tax credit (possibly for their parents)? I'm not sure about that.

If I may reiterate:

The students are already receiving tax credits for doing nothing. The current payrate is infinite. $40 <<<< infinity.

A couple other thoughts I had driving home....

The IRS already designates qualified charitable organizations. If the community service is required to be for one of these organizations, the matter of tracking the hours is as simple as a couple additional form for the organization. A form to send to the IRS listing all volunteers, SSN's, and hours volunteered. And a W-2-esque form to give to the volunteers. The IRS computer system compares the numbers to make sure they match. Not a huge deal, at all. New forms are added constantly.

Also, pro-rated hours worked, I think would be important. If someone comes up to 92 hours, they get 92% of the credit. That would be nice.

I will agree with you to a certain extent as long as it can be strictly monitored but I have a problem with $40/hour even for a tax credit. Why can't the work for the minimum wage like millions of other Americans and plenty of students have to. That is my sticking point along with adding on to the bureaucracy. Also, the IRS does not audit many middle Americans.

In Jerusalem and in surrounding Palestine, the Child spake to the Hebrews and the Arabs, as the Scripture had foretold. And in an instant, the lion lay down with the lamb, and the Israelites and Ishmaelites ended their long enmity and lived for ever after in peace.

As word spread throughout the land about the Child's wondrous works, peoples from all over flocked to hear him; Hittites and Abbasids; Obamacons and McCainiacs; Cameroonians and Blairites.

And they told of strange and wondrous things that greeted the news of the Child?s journey. Around the world, global temperatures began to decline, and the ocean levels fell and the great warming was over.

One man's "cult fascination" is another man's "appreciation of leadership qualities." Surely you don't deny that the guy has motivated a significant number of people to do things that no one would dream of doing for, say, John McCain.

Obama has engendered a level of supporter commitment that I haven't seen in American politics since Ronald Reagan. For that, at least, I admire the guy.
