Seeing as how the All-Star game "means" something now, and directly affects home-field advantage for the WS- it's a simple matter of "Does Manny help the National League win the game and obtain home-field advantage?"
I'd say he probably does. Plus it's the fans voting and they obviously aren't upset about it. I don't really care but he should play.

It wouldn't be the first time "fans" have voted a guy in based solely on his name, even if he's not actually playing. The AS game is what it is - a popularity contest - and his suspension ends before then, so it's irrelevant in my eyes.
