So the advantage is that coaches can stay in constant contact with the young men? Or send them workout/conditioning instructions?
Or continue to have them on campus as much as possible?

That is correct. Coaches can have open communication with those students on social media, as well.

Also, if they decommit and go to another school, the former school gets penalized. Why? I don't know.

The penalty isn't always the same though -- I believe it varies per conference. LSU was penalized a year or two ago for a recruit that didn't sign with them because of SEC rules for mid-year agreements; whereas they were mentioning that USC won't get penalized AS BAD with Daelin Hayes signing elsewhere due to PAC-10 rules. Would suck for USC because half their class signed mid-years it seems...

Weird.
