No one has to sign a NLOI, even a recruit coming right out of HS. It is purely an optional (but advisable) program. You cannot sign more than one NLOI in any given year, but I don't think there is a problem signing more than one in consecutive years. I will check.
IMO, if FUMA is saying he has more work to do, then Moses has yet to qualify under NCAA stabdards. I doubt they would try to project how he would do with OSU admissions. Interesting strategy would be to try to get him to sign a NLOI and have him return to FUMA. The NLOI would still be binding...
