According to his high school coach (Michael Smith), Todd is a tremendous prospect:

“He’s the best I’ve ever seen play the position, and I’ve seen a lot of talented players in my day. He’ll have every college in the country beating down his door this fall. This is no ordinary prospect, he’s the real deal. He’s got great size, he can jump. He could put on some weight and get up to 190. He can make catches no one else I’ve seen make. He’s got tremendous hands and catching ability, and he’s the fastest player I’ve ever coached. If you put Todd in a race with Ronald Curry and Dre Bly, I’ll take Nolen. No one can catch him."
Todd has offers from Virginia, Virginia Tech, Nebraska, and Syracuse.

Todd's co-leaders are Virginia (in-state school; good academics) and Nebraska (growing up, he was a fan of their option offense), but he also likes Virginia Tech, Maryland, and Ohio State.

He may not camp because of summer school obligations. :(

His top 7 include Maryland, Ohio State, Virginia, Virginia Tech, Nebraska, Syracuse and North Carolina- (all have offered except tOSU and Maryland). He has not set up his official visits yet but seems to favor Virginia.

Todd Nolen, WR/FS, 28 receptions, scored11 touchdowns and was first team all-Peninsula District and all-Eastern Region at wide receiver and defensive back. He runs a 4.5 40, scored 3 touchdowns against Gloucester and two against Warwick. He has 4 scholarship offers: from Virginia, Virginia Tech, Nebraska and Syracuse. He is also being sought by Maryland, Ohio St. and Tennessee. Nolan is ranked the state's No. 1 receiver by some college recruiting services.
