I wouldn't say so. Louisville is a Purdue level school that likes to think it's better. Like when Illinois fired Zook. It'd be a sideways move and Purdue can afford to pay more if they actually want to. Purdue should be more worried about the Auburn's of the world you know the 2nd tear programs that wanna be great.
Brohm is a Louisville alum. That's the concern.

Weird that a guy led an NFL team to a super bowl with rex grossman doesn’t seem to be able to coach a program to bowl eligibility.

Games just far past him, I want to say it’s as simple as that. You should be able to assemble a serviceable/respectable talent level being in the Midwest and they’re just

There's only 1 state in the Midwest that produces HS talent consistently.
Thus why conference was dogshit while Tressel had the walls up and why it's become a lot better now that Urban is recruiting nationally.
Also why expanding into NJ and Maryland is a huge deal. Getting a foot into that fertile recruiting territory lifts the entire conference' talent level.
But at the end of the day, Illinois is always a bottom feeder. Few people like Dantonio can raise such schools out of their historic norm... and they too have limitations; different skillset than winning Super Bowls.
