Galloway and Glenn might belong in the 1st tier too.
As great as they were, they aren't at the same level as carter and Boston (imo)

I think at least Terry Glenn is among the true elite. His lone year was amazing. All-American and Biletnikoff Award. Boston nor Galloway nor anyone in that Tier 2 can say that. Even with 21 more catches Boston only out gained Glenn by 24 yards. If some will consider Maurice Clarett among the elite players here after one season, why not Glenn?

Just sayin': With all due respects to Chris Carter, probably the greatest (NFL) receiver to come out of Ohio State was listed as a running back at Ohio State. Needless to say, back in the early 60s Woody didn't call a pass play very often.
