NCAA Rule Changes (official thread)

I'm good with 30 seconds but not any lower. College basketball doesn't have to be the NBA. I'd move the 3 point arc out to the international distance (longer than college, but shorter than the NBA) and I would only give coaches 1 time out per half. They get 4 TV time outs (minimum) each half. Moving the 3 point arc out would open the floor a bit more inside of it. I don't want to just see a three point shooting contest for 40 minutes.

Some of these changes to speed up the game will require intervention or enforcement by the officials. It will be interesting to see how strictly they enforce some of these proposed changes.
Also interesting to note, that the 6 foul per player was not approved but is going to be tested so it probably will be implemented the following season.

Some other changes I really like as well. Being able to check for shot clock violation at any point in the game that sure would have came in handy last year.

Coaches not being able to call live ball time outs in most cases.

They got rid of the 5 second violation on dribbling as well.

Another good rule chance is the 10 second back court clock does not reset when a timeout is called.

When a team calls a timeout within 30 seconds of a TV timeout they will consider that as the TV timeout.

The NCAA provided a demonstrational video for the new rules, which is posted above. Below are some of the key rule changes spelled out, given to the media at the Big Ten's media day in October.

  • Shot clock reduced from 35 seconds to 30 seconds.
  • Restricted area arc expanded from three feet to four feet
  • Reduction of 30-second timeouts from four to three; only two carry over to the second half.
  • A 30-second timeout called within 30 seconds of a media timeout will become the media timeout.
  • Coaches can only call timeouts during a dead ball situation.
  • The 10-second backcourt count resets except when a defender causes the ball go out of bounds; offense retains possession on a held ball; or a technical foul is called on the offensive team.
  • Removed the five-second closely guarded count on a dribble.
  • Guarding in the post: Arm bar allowed in the post area when offense has back to the basket with or without the ball.
  • Airborne shooter charge plays — cannot score basket; player-control foul.
  • Removed the prohibition against dunking the ball while the ball is dead; teams will be allowed to dunk during pregame and halftime.
  • When a defensive player is clearly not going to contact a jump shooter (fly by), the offensive player cannot "seek out" the defender.
  • Officials can penalize a player for faking being fouled only when the officials are conducting monitor review for a flagrant foul.

All these seem to me to be excellent changes.

Personally I would not have changed the rule to wipe out a made basket because of a charge happening after the ball was released. College refs err on the side of calling charges all too often, and people were already complaining about how scoring was low.

I do not like this one. The offensive team should have 10 seconds to get the ball across half-court regardless of the situation and if they do not it should be a turnover.

What can happen where the offense retains the ball and the clock resets?

Defensive foul, defense kicks the ball, defensive technical foul - I don't have any problem with the clock resetting after those. What seems to be changed is that the clock does not reset after a held ball.

I do not like the fact that a team can call a timeout with 2-3 seconds or less left on the 10 second clock and get the full 10 seconds back after the timeout. That does not reward the defense unless I am misinterpreting this rule.

Yep. This changes makes it harder for the offense, not easier. And it's a good change, in my IMO.
