NCAA Rule Changes (official thread)

I used to love basketball - the fluidity of it, teams moving the ball, running up and down the court. It's a shame we don't see much of it these days. What we mostly see are old guys in striped shirts stopping the game - repeatedly. Part of that is just excessive officiating, part of it is the rules of the game. The first part is difficult to overcome because there's so much subjective judgment in calls, but the latter could be changed to not only improve the game but lessen the impact of the first problem.

Some of this is repetitive but I haven't posted about it in months and basketball season just started. Besides, I'm entering the old and crotchety phase of life so this is what pissed off old guys do:

1. Get rid of the notion of players fouling out of games. Too often ticky-tack crap puts a guy on the bench with 2 fouls 3 minutes into the half. No one buys a ticket to watch old guys blow whistles. Don't worry, players won't just foul at will. I've got that covered.

2. Once a player has five fouls every foul he commits beyond that results in two shots AND possession for the other team. Your star player remains in the game, but he had better stop all of that fouling. He will or his coach will take him out of the game himself, but now it's a coach's decision (not a ref's).

3. Enough with the late game foul-fest. It shouldn't be beneficial to foul and no one wants to watch 15 minutes of guys parading to the foul line the last 90 seconds of a game. It's boring, and encourages disregard for the rules. How to stop it? Easy. First off, get rid of the one and one crap. On the 7th team foul of a half it becomes a two-shot foul. As for the double bonus, on the 10th foul it becomes two shots AND the ball. Guess what happens, teams keep playing basketball instead of fouling every 5-10 seconds because it penalizes them to do so now. Imagine that? Committing fouls hurts your team. What a concept.

4. Coaches don't need a boatload of time outs when they're getting at least 4 per half already thanks to TV. And however many they have, don't let them hoard them all until the final 2 minutes. Again, no one wants to watch every possession result in a stoppage of play. First the coach calls time out, then after his team scores or loses possession they commit a foul - does anyone really think this is what Naismith had in mind? :roll1:

I really miss football.

There's nothing like the excitement of the last 2 minutes of a close basketball game. Stoppages occur about every 5 seconds as teams intentionally commit fouls and then call a time out after each possession or trip to the line. 20 actual minutes and usually a couple of replay reviews to put tenths of seconds back on the clock later, it finally ends.

Well, this should really quicken the pace of Big Ten and MAC basketball games this season. I know that @Jake is going to love this.
Like with NFL coaches challenges, a challenge by a college basketball coach that results in the play standing as called will cost his team a timeout.

Here are the parameters for instant replay use:

• Instant replay can be used only in the last two minutes of the second half or the last two minutes of any overtime period.

• Instant replay may be used only when an official has made a block/charge call in or around the restricted area arc, and the decision is based on whether the defensive player was in or outside the arc. Instant replay may not be used on no-calls.

• Any review, whether by the officials or a coach's appeal, must be recognized and corrected before the ball next becomes live.

I wouldn't be as annoyed by stuff like this (although it's odd that we can live with wrong block/charge calls for 38 minutes of play) if the game wasn't already over 2 hours long before it even gets to the foul-o-rama, instant replay, 20 minutes-to-play-two-minutes crawl to the finish line.

ONE CHANGE would speed up pace dramatically. You wanna keep the one-and-one, fine. But once you hit 10 fouls, the double-bonus, the penalty is two shots AND possession. This would not only minimize the foul fest at the end, it would encourage teams to avoid getting to the one-and-one too soon. They'll want to be able to use those fouls late, when it could help them, because once they hit 10 fouls it actually hurts them.

Shouldn't an excessive number of fouls actually penalize the team committing them?

I might go one free throw and the ball back at ten fouls, but other than that, you are spot-on, Jake. I'm alright with players fouling out, but you are right, five is too soon. Especially when the number stays at five in overtime. I say six in regulation, seven in OT.

I don't think going to one shot and the ball would be a deterrent, especially not to pressing teams. They'll still keep fouling and fouling. If you've committed 12 fouls in less than a half of basketball it should hurt, especially when you're doing it every 8 seconds the last 2 minutes of the game. You don't see players in football or hockey intentionally committing penalties to try and get back in a game - it would be absurd. Somehow it became accepted practice in basketball (because it's not enough of a detriment) and it sucks the life out of the game.

Yep, I've got another thing that needs changed - get rid of the damn tenths of a second on the game clock in the final minute.

Refs go to the table for 5 minutes to see if there were 3 tenths of a second left when the ball landed out of bounds. At no point in the game does the clock stop the instant the ball touches the floor. It stops when the ref blows his whistle. Also, no one gets a shot off in 3 tenths of second. A human being is starting that clock and will do well to flip the switch in 3 tenths of a second. It's just another reason the final 2 minutes of a close game take 15-20 minutes to play.

Davidson and St. Bonaventure needed 3 OTs to decide their game last night. It took them over an hour and ten minutes to complete 3 five-minute OT periods, thanks to the last 2 minutes rules being in full effect for the entirety of OT - three minute stoppages staring at a monitor to maybe put 2 tenths of a second back on the clock, stockpiled time outs (proving once again that coaches don't need 5 of them when they're getting at least 8 free TV ones during regulation) and of course plenty of fouls everyone knows are intentional but are never called that way. God only knows how many commercial breaks they squeezed into those OTs, but boy were they exciting.

look.....i love playing bball, and i love watching OSU bball (most of the time) but shit like this is why the sport as a whole is becoming unwatchable. i used to watch both nba and ncaa and now i only watch OSU and maybe 5-10 minutes of whatever college game is currently on before getting annoyed and turning the channel . nba is nothing but a memory

I find myself watching Premier League soccer more than I ever thought I would. It's refreshing to see a game with no TV time outs.

Commercials before the game, halftime, and after the game. 90 minutes of play done in 2 hours. What a concept.

I dont think we need to increase the fouls.. maybe allow it to 6 in OT... but I really dont think that we have too many people fouling out.. and that is part of the game
The problem with the fouls is that if the ref makes 1-2 bad calls (happens a lot) it essentially takes a guy out of the game for at least a half

then we need better refs, we dont need to change the rules so that teams that play over physical and non-technically sound defense get to get away with just fouling with little chance of losing the offending player.. because those same terrible refs miss actual fouls on players all game too, that doesnt mean we should reduce the number of fouls to compensate for that.

Everything mentioned in this thread is "part of the game", just not necessarily a good part. I stand by increasing the penalty after 5 fouls - any additional fouls he commits are 2 shots and the ball - but the players fans pay money to see remain in the game. He just better stop committing dumb fouls or his coach will choose to take him out (rather than the refs forcing him out).
