It says "Warriors Hosting DBs". I think that would indicate it is an official. To be fair, every school should have the same # of scholarships as Mili said. I read it to be 50 somewhere. At a place like Hawaii, it just makes the coach's job a lot more difficult to make sure that the student is really interested in the school and doesn't just want a free trip to Hawaii.

The very first sentence in the article:

Hawaii is in the mix for a highly regarded junior college defensive back who is making an official recruiting visit with the Warriors this weekend.

And this poster earns some green. This is EXACTLY what the point coach in the recruitment has to determine. It's not an easy task.
