Problem uninstalling program

Long story short, I downloaded some cheap DVD (and CD) burner a couple of weeks ago and, for some reason, I can't uninstall it.

I went to 'add or remove programs' and tried to uninstall it, but it just kept trying to reinstall.
Then I tried to remove the files manually. I removed just about all of the files, except this one -

When I try to delete it, I get this -

It's not really a big deal as it only takes up 10.90mb of space, but I don't really want it on my computer. Any ideas?

REMOVING/UNINSTALL:

1) To stop the service and remove it from the system start-up use the following parameters:

[Installed Path]\NMSAccess.exe -remove

2) Delete the service from installed path.

It looks like it runs on startup thus it can't be removed without first stopping it. If those instructions don't work, just boot into safe mode (hold f8 at startup) and try deleting the file.
