I don’t see any compelling reason he should be handed a waiver. So, yes expect the NCAA to grant it.

Tate Martell’s First Miami Hurricanes Highlight Is Going Viral
We have Tate Martell’s first viral moment as a member of the Miami Hurricanes’ football program. It’s going to be tough to top, too.
Martell, the former top quarterback recruit, transferred into Miami’s football program after spending two seasons at Ohio State. The Las Vegas, Nevada native considered a couple of major programs before deciding on The U.
It’s unclear if Martell will be made eligible for the 2019 season, but the quarterback is putting in some serious work regardless.
Martell was trying to work on some routes inside the facility earlier this week, but something got in the way.
A dog.
Martell was then able to show off his running ability.

“I wanted to throw routes… the dog wanted to work on zone read. So we worked on zone read,” he wrote.

I have no ill will toward this kid... He was a quality player for his role here.. When it became obvious to him that his qualities and skills weren't going to open the field to him.. He did what he had to do... I don't blame him altho I sure would like him on our roster... but Next Man Up.. Good luck Tate

When you have some level of celebrity, even a very low level, social media can be very unkind. This is especially true when your claim to fame is that you are a sibling of someone else and you treat others like crap. Ignore and move on.
