Among many other things I'm saying, yes.
Think about the annual reload every college coach faces. OSU is dealing from a completely different deck than tsun, or PSU, when you look at the past 5 years of recruiting classes.

As great as Meyer's classes have been, this year we inked 12 players rated in the top 5 at their position.
Last year it was 10. The year before 5.
We now have 14 players on the roster rated at 5 stars.

4* vs 5*, doesn't really matter to me as long as we are filling the necessary needs with quality players that want to be Buckeyes.....

The Ohio State University Recruiting Class of 2018
Ohio State signed 22 recruits during the early signing period, and if the Buckeyes had done nothing more they still would've finished with the #2 class in the country. But complacency is never Urban Meyer's style, and in the final seven weeks of the 2018 recruiting cycle Ohio State signed the #7 (Nicholas Petit-Frere), #93 (Tyler Friday), #219 (Javonte Jean-Baptiste), and #399 (Chris Olave) overall recruits in the nation.
Although Ohio State was edged out of the number one class by Georgia (323.31 points to 317.06 points in the 247 Composite), the Buckeyes did finish with the best class by average recruit rating (94.29 points to 94.23 points in the 247 Composite).
Eleven of the Buckeyes' 25 high school signees were in the top-5 of their respective positions, including three #1 (offensive tackle; defensive tackle; offensive center); four #2 (safety; all-purpose back; tight end; inside linebacker); two #3 (defensive tackle; running back); a #4 (weakside defensive end); and a #5 (athlete). Eight other high school signees were top-13 at their respective positions, and Ohio State also signed the #1 overall JUCO prospect in the country.
The Buckeyes signed only five players from the State of Ohio, but they landed the #2, #3, #4, #5, and #26 prospects. The Buckeyes also signed five players from Florida, including the #3, #5, #6, #18, and #42 prospects. Ohio State signed players from eleven other states: New York (#1, #2 prospects); Virginia (#2, #4 prospects); Tennessee (#3, #6 prospects); Missouri (#3, #6 prospects); New Jersey (#4, #6 prospects); Idaho (#1 prospect); Oklahoma (#2 prospect); Pennsylvania (#20 prospect); Texas (#43 prospect); California (#47 prospect); and Georgia (#1 JUCO prospect).
