Yep, they can waive/injured an injured player and if no one claims him he reverts to the injured reserve and gets paid his salary for the year. Usually it's a formality for season-ending injuries (shorter term injuries often get settlements and become free agents) but it made news when the Giants tried to stash Jake Ballard and the Pats claimed him.
