Wow, Hawaii loses five scholarships in football. Actually it doesn't surprise me all that much...they got a lot of kids that come from the middle to lower level public schools here, and Hawaii's public schools are notorious for being bad (however, the private schools are quite good). In fact, a year or two ago, Hawaii was ranked 51st in the country in public school education (Puerto Rico was also included, thus ranked 51st although we have only 50 states)...not very well suited for preparing kids for college.

I also find it interesting that the average APR for Div 1 basketball is 916 - below the threshold for scholarship loss. I wonder what will happen in 2 more years if the average is still below the threshold.

Basketball gets some leeway because of small squad size calculations.

As for the list of tardy reporters --
I would expect Tulane to be given the greatest latitude possible given their extraordinary circumstances this year.

The remainder do not have special situations like Tulane's, I predict some in the press will jump to a conclusion that a delay in reporting means things are quite close in one or other sports at that institution.

They might as well go to 1-AA or drop football alltogether.

If thats 9 in one season untill they get their act together, it would cripple almost any school. Let alone one thats shitty to start with.

These rules seem a bit couterproductive to me. How are they going to recruit rocket scientists to play football for Temple now? Anyone with half a brain will stay away from a football program that now has to recruit brains over brawn and a bunch of "stupid" kids will never get the chance to prove they can make it. Do any prop-48 guys go on to graduate today? Because they won't ever get the scholie in the first place tomorrow.
