Daniel Snyder, maybe. I thought Art Modell screwed over the Cleveland fans pretty good, but I think Mike Brown has him beat.
Daniel Snyder would be close.
But Art Modell is just an emotional choice because he won a SB in Baltimore right after the move. Brown makes moves to almost love Bengals games. He JUST now started making intelligent FO decisions, and those are rumored to be decisions made by his daughter and not him.

Not sure who'd be much worse or as incompetent
To my knowledge, the nfl never basically forced Mike brown to sell the team…

To my knowledge, Snyder never had his players using USED jock straps, or closed the cafeteria so the players couldn't get water or Gatorade. There's cheap, and then there's a level of cheap that Mike Brown(and Donald Sterling formerly of the LA Clippers) are. If his daddy wasn't Paul Brown, he would've been ousted years ago! If he didn't luck up into the team continually being inept, they wouldn't have landed the new savior in Joe Burrow

That’s pretty damning

In my defense, I didn’t pay much attention to the bengals until they drafted Joe. And they didn’t get much media attention around my way until then either.

The Washington Football Team commanded a lot of attention from national media for various reasons.

How does someone with Paul Brown's genetics become such an incapable tool. For my money Mike is the worst .....
As we used to joke back in 7th grade, “the best part of you ran down your old man’s leg.” Not that any of us had any real idea of what that meant, but it sounded as cool as a pack of Marlborrows wrapped up in the sleeve of your white t-shirt.

There's an awful lot of arguing back and forth and I'm surprised the Cleveland Browns haven't been brought up. Yeah, multiple owners since Modell, but 12 head coaches in 25 years, 34 quarterbacks, 1 playoff win?, and how many first round draft picks were busts in the league? I'm not counting the guys who were just busts for the Browns. I mean guys who were busts in the league...
