Actually, when listing items putting a comma after the word preceeding "or" elimates confusion as to whether the words before and after "or" are linked. For example in the below sentence, the reader could infer that both Tom and Bob each went to the game separately whilst Ed and Frank went together.

"Tom, Bob, Ed and Frank went to the game."

Putting a comma after "Ed" implies that they all went to the game separately:

"Tom, Bob, Ed, and Frank went to the game."
